I think I’ll get a faster response posting in this forum section.

I’m using the Sigil of Purity to remove conditions on 60% chance on criticals, with a 10sec CD. I’m using dual weapons and I’ve been using the same sigil on both weapons. Will both weapons share the same CD from the sigil, or will each weapon have a chance to remove a condition on separate 10 sec CDs?

and what about 2 sigils that gives +10 to something charges on a kill
do you get 2 charges for 1 kill?

In sPvP it’s 5 stacks per kill with 1 sigil. 2 of them together don’t stack

You always want to wear different sigils when dual wielding. The effects do not stack.
