constant stability is if they run juggernaut trait and use flamethrower in which case use retaliation and watch them die. No need to worry about their stability.

Perfectly Weighted + Final Salvo. Some might also run Elixier B.
It’s all fun until you meet a procmancer, then the pain happens…… On a serious note, scrappers are fine, maybe even a little under tuned.

If they’re taking elixir b chances are they’re skipping out on Final Salvo for Adaptive Armor, since medic gyro is even further behind healing turret now and running final salvo with only 2 gyros, one of which is high cd, usually isn’t the best idea.
The stability uptime can definitely be annoying either way, especially with boon duration runes thrown in the mix. I’m of the opinion that stability (and a lot of other boons) need to be scaled back to pre-HoT levels; some builds can achieve very high uptime of it with little sacrifice or effort now.
Wait, what class running “alot of boonstrip” are we talking about it? If it’s the necro, they generally murder scrappers (condis kill themselves and power have to go head to head). If it’s the mesmer well they own the field against pretty much anything and are less affected by reflects due to having laser beams.
Much of the boon uptime also come the alchemy tree.
