I’ve played two ranked matches today on Legacy of the Foefire where I have gotten severe, near-unplayable lag-spikes, on NA servers.
IPs for maps I had issues on were the following:
64.25.33.44
64.25.38.181
The lag also didn’t have the usual symptoms of packet loss style lagspikes, ie; Characters moving in straight lines, or stopping/’stalling all action etc. The lag only seemed to affect my character on the client, as I saw every other player/character moving and performing actions normally. Chat input on my side was also lagging on these maps, although I saw chat come in a constant flow, even while I was “lagging.”
I do not have any lag issues on any other map in Guild Wars 2, in both PvE, and PvP. I was able to play on Forest/Kyhlo/Temple in a similar time-frame without any issue.
Interestingly, this lag issue also affects any hotjoin instances of Legacy of the Foefire as well. Every other map I’ve tried in Hotjoin seems to works fine. It is only Foefire that has this particular issue for some reason.

I just got through a few matches with that, but it happened worst on Forest for me.
It seems to have followed me into open world, though not as badly…
Had this happen to me in PvP and in WvW.
Ran a speed test, checked the rest off the household, internet was fine. Same problem as you. I could move around, I could see other people move around, but skills weren’t going off. Weapons weren’t swapping and every skill was flashing but not going off. I could open up my settings tab just fine, and chat seemed fine as well too.
I have had it happen quite a few times. It’s usually map instance specific.
