0-cast-time skills are still usable.
Try it with a warrior’s “Fear Me!”, a thief’s Blinding Powder, or a ranger’s Signet of Stone (also, of course, all the stun breaks).
Mesmer’s shatters are usable when being CCed. Otherwise if a thief jumps a mesmer, the mesmer would be as good as dead already if his breakstuns are on CD and he wouldn’t be able to f4 to gain temporary reprieve..
On a similar note, should weapon swapping be disabled in these situations, too? Don’t get me wrong, I make use of this feature all of the time to proc on-swap sigils and have even downed people as a result.
As a general rule, if it has no cast time, you can use it while CCed. Only the ones that specifically list Stun Break as an effect will let you move afterwards, but the rest will still apply the skill’s effect. I think it’s fine as is. The number of instant cast abilities is fairly limited, and that Mesmer can only use clones they’ve already generated for their shatter or use a cooldown on a solitary Illusionary Persona shatter.
