There has been discussion and lots of people support them. But anet is stubborn.
Sounds like a great idea! But Anet don’t like great ideas. They are convinced we should be able to observe asura animations, instant animations and skills that share identical animations all the while surrounding by dozens of particle effects which make your target into a giant white and blue ball.
I have a theory.
That Anet had this great idea to make it so understanding skill animations determine whether or not its a good idea to dodge.
So they started to create the warrior first right? And gave them all kind of long animations, they tested their theory and it works! Many testers could dodge 100b just because of the animation alone.
But then the animators ran out of ideas, time and money. And gave every other class reusable and instant animations since none of that matters in pve. But they totally forgot to add cast bars. This explains everything, warrior is the only class in game that had their animations completed.

I’d be happy if we just got health numbers or endurance on our target portrait. They just dislike having to use the UI I guess.
