Q:
Does the Matchmaker use Skill Rating or Effective Rating (using decay as well)?
I believe the Effective rating is used for the leaderboard (to prevent people camping top positions by not playing). But for the purposes of Matchmaking if you stop for a week or so and have 700 pts of decay that will drop you 2 divisions. Does that effective rating get used to match you with other players?

You are matchmade with Skill Rating.
The patchnotes said
Inactive players will experience skill-rating decay, impacting the division they’re placed in. Decay can be worked off by playing ranked games.
Period of inactivity allowed before decay begins: 3 days.
Skill rating reduction per day: 100.
Maximum skill-rating reduction: 700 (after 7 days).
Decay removed per game played: 100.
So I’m assuming it uses your effective rating for matchmaking so you get a few easier opponents to begin with, but the decay will be reduced by 100 with every game you play giving you an effective MMR increase of 100 per game +- what you get from the actual game itself.
Using your example of -700: You obviously won’t drop from something like 1700 to 1000 skillwise by not playing for a week, but after 7 played games you should be back again competing at your former MMR.
At least that’s how it made the most sense to me.
