Sorry, but you can’t get them from coffers.
1) Legendarys wouldn’t be given away that easily.
2)PvP Legendarys aren’t even out yet.

It’s not a drop. He got the appropriate Fractal skin, transmuted it to the fractal skin, and then used the fractal skin in PvP. This is fixed now unfortunately.

He said it was fixed, but what I’m guessing it was. You get a fractal weapon drop, you then transmute your legendary to it. Then you probably split it again, then somehow it’s made a pvp weapon due to a bug.
