Stomping... or the lake thereof
I tend to apply continued cleave pressure to downed foes because stomping leaves you vulnerable, can be interrupted , thieves/mes stealth off, electric mist forms blah blah…
Only classes I really stomp are necro, war, ranger , engi and sometimes guard where I start to channel the stomp whilst watching them for downed cc skills. At the right time, dodge and stomp again… But that only if I’m alone… It eats time and if you suddenly get +1ed… Well, things can get embarrassing fast B-)
in some cases, since this is conquest, if the downed person is off the node, then its easier to just let them bleed out because it’ll be that much longer before they can really be a threat again.
in some cases, maybe they think they are going to do more dmg to the downed + enemies around, or that they would be downed in the process
and other times, i think they are really clueless, and focusing on whatever they are doing and not even noticing the downed enemy
There’s a few situations that dictate to stomp or not to stomp.
If no one is relying on a stomp to survive, i’ll let him bleed or cleave anyone trying to res him.
If someone is relying on the stomp, i’ll try and stomp but if massive cc is expected with no stability available, cleave. Or – if none is trying to stomp my teammate, ill just attack as it’s usually faster.

Depends on the situation;
After a small fight, say 1v1, or 2v2 – you can leave the body to bleed out if not on the point… You delay respawns with this, which is a tactic to pretty much 4v5 on the rest of the map
In the case of the 2v2’s and the other is ressing his downed teammate, you can cleave both, and with poison on the downed body, you can make it neigh impossible for the other person to get his partner up without taking significant damage…
In case of Warriors however, you should spot if they summon their Warbannner, so keep your interrupts from that to happen…
In teamfights, some builds are not capable of stomping (or ressing), because they would take an incredible amount of cleave if so – which is a valid tactic as well, nuke the downed player with AoE’s as soon as you see enemies getting close to it
Though I gotta be honest, sometimes I do screw up and let the person live pointlessly – investigate the situation and think if going for the stomp is a valid option or not… It is mostly trial and error, but there are situations where you should or should not stomp

If I’m on my power necro I will always attack because I can build life force that way. But unless you have poison and cool downs and a numbers advantage, it’s almost always better to stomp ASAP.
