That means I wouldn’t need Balthazar runes because an extra 40% burn duration would be overkill, considering a 12s purging flames would get cleansed off all too easily.. Instead, I can further increase condi dmg by going Scavenging, Undead, or Flamelegion’s power modifier.
Honestly, your issue is skill specific, not burn specific. If Eles are causing you grief then ask for a burn burst nerf on them instead.
If condi guardians is the culprit, then ask for a 1/4 duration F1 shave considering F1 is our biggest and Only damaging condition. We’ll still be using Bal runes because our base burn durations are ridiculously – laughably – low.
If it’s in regards to PU, JI or ZF.. the it’s a L2P issue.
Nerf burn durations across the board? Not gonna happen m8. Get more syncronized with your team.

The biggest problem of burning is stacking more then 3.
Before the change a celestial D/D burning ticked for 500 damage now at 3 stacks it still ticks like 500 but a Cele D/D can stack easily 6 stacks of burning which is ticking for 1000 which is the broken part.
I know ANet did the burning stacking to make condi classes viable in HoT for PVE content but burning can’t stay this way.
In my opinion no single person should be able to put more then 3 stacks of burning on a boss or pvp player. If it has 3 stacks then it should stack as duration.
For bosses there will be per player stack limit but no aggregated limit for groups of players, so boss can have 500 stacks of burning, who cares. For PVP players, with so many condi clears the duration of burning is no problem the problem is it can reach 8-9 stacks then you melt.
So player A can’t put more then 3 stacks of burning on player B, 4th stack will make %20 duration increase an so on, player C can put additional 3 stacks to player B but on its 4th stack it will also stack as duration.
Actually it should be like this for all conditions, bleeds should have 25 personal cap but no aggregated cap on Boss, it can have 10000 bleeds on it from different players.

How is INCREASING the duration a nerf to duration?
I also main ele, so I’m obviously not moaning about not being able to beat them.

The main problem with any over all nerf to burning is that you will pretty adversely effect guardians who have it as their sole damaging condition.
If they were to nerf burning they would need to do something to compensate guardians.
Either add more modifiers to increase damage per tick or add a secondary condition like bleeding or torment.
The second option would be more balanced but adding modifiers could work as well.
