First of all this is my opinion and this cannot be the reality.
I see many forum topic of players raging here. But I don’t know if people ask to yourselves why Anet let conditions a bit over powered in PvP.
Okay, In my opinion Anet want to conditions to be more useful in Gw2, specially in PvE, this was hardly requested by many players to avoid the Berserker meta only and in the other hand we will have HoT releasing soon and anyone of us know what kind of mechanics Raids and new stuff will have, probably condition damage will be part of the plan of Anet. This is why we’ll not receive a balance until HoT.
But if conditions can be a thing in PvE in the new mechanics. We are affected hard in PvP/WvW. Many players want to nerf direct in the skills of classes like Elementalist and Guardian, but this will hurt in PvE probably. And in terms of 1v1 this classes can be beatable, the only problem is in conquest when you have stacking of them, if you think the 1v1 balance is wrong you dont have experience yet and out of skill. (You can cleasing in the right time, transfer conditions.. getting to much stacks is your fault.)
The best solution in my opinion is set a threshold for conditions applied to players around 6 stacks (and not only burn with have problems with confusion in WvW, bleeding can add a bit of output dmg) with this you have a time to respond it good in team fights.
Im the player that conditions are passive/progressive extra damage, and builds that cant die easy cant do damage too (like elementalist).
Now Im a Guardian currently playing burn and bunker builds for my team, I also have the experience of 3 years of pvp and I can see that burn need to be a bit more passive damage and less burst, but guys dont try to nerf skills because its not the way. I dont know if put a threshold in PvP/WvW is hard programming, but its the best solution, locking conditions to be passive damage.
