From the new reveal about specialization/reward tracks:

“PvP players won’t have to worry about unlocking anything, as all skills and traits will be automatically unlocked upon entering the Heart of the Mists.”

Just wanted to say bravo for reducing the number of things that have to be unlocked to make pvp builds. Anet received a lot of guff, but doesn’t get props often enough for good changes such as this.
