Voice communication does allow for more in depth strategies and counter-strategies. Hopefully Anet can introduce this.
I will say that Curse Gaming created a voice program for a different game company recently that has a MOBA. I don’t know if they’re involved in an exclusivity contract with the company in question or if they’d be interested in working with Arenanet as well. Might be a cheap, efficient way of implementing such an idea.

Voice comms are very bandwidth intensive. It would cost ANet a bomb and I don’t think it’s fair to expect them to provide something like that in a subs-free game.
Besides, you can use Curse Voice even with randoms: once you install it, you can start your own voice server with literally the click of a button, and the program will give you a URL you can send to other people so they can join you. It’s surprisingly fast and easy! Just paste the URL in team chat and anyone who also has Curse Voice will be able to join your server.
I know not many people have it installed or even know about it, but I guarantee that, if everyone who solo queues a lot pastes a Curse Voice url in team chat before every game, A LOT of people will have downloaded it within a week.
I dont think it would cost Anet a bomb if you can rent a reliable 512 TeamSpeak server as low as 50€ per month. 512 slots of bandwith would probably cover the entire pvp community considering how small it is :p
Bandwith is dirt cheap nowadays. Saving on this is just profit maximisation.
If I download a 30GB game on Steam it will cost Valve probably less than 10 cents for the bandwith. I dont see them complaining if I decide to install and uninstall games all day and causing 100GB bandwith per day.
