Its based on the MMR of that person. If the rank 1 takes a break and decays to the percentages, one win will get him back to the rank 1 spot. Not an issue at all tbh since thats what MMR should be doing.
Bigger concern is that top 100 ppl get matched with ppl who are deep in the percentages MMR wise.

oooo me and my boys (and a girl) experienced that before.
we were in the 95% – 85% bracket and got matched up with the top 50 na team arena players.
