Just look at league of legends. They have done amazing work on this kind of stuff, and while I realize not all of it could translate perfectly it would help a lot.
Fixing balance would be a great way from getting people kitten ed off and leaving.

Being disconnected on accident can happen, but even so, there should be a threshold when even incidental happenstance can no longer be considered. If your connection is so terrible that you’re out of the game an amount of time that rivals people who do it on purpose, then your concern should not be to get back into the game and queue again – it should be to troubleshoot your connection. PvP is a game mode where other people rely on you (for balance and fair fights) to a much greater extent than the other game modes. If you enter, you should have a reasonable expectation that you can stay.
I’m sympathetic to the fact that stuff happens, but the games are relatively short time investments, and once you’ve expended a reasonable amount of disconnects over a period of time, I don’t think there should be a special concern “just in case it was on accident”. It shouldn’t be the game mode’s responsibility to hold your hand if you have a consistently bad connection, because it impacts more than just you.
Let’s say, hypothetically, that the number of disconnects during matches is tracked on an account basis. Every account gets a few “free” get out of jail cards with no serious consequence. It can happen. It does happen. The problem is not people it happens to a few times. Even if someone were to disconnect on purpose a couple of times, it wouldn’t really be a big issue. Plop a brief delay on there at most. When the amount of disconnects start ramping up, then consider more serious drawbacks for the player.
I’m not sure what it’s possible to track. Is it possible to implement tracking of what the match score was at the time of disconnect? Presumably a player who disconnects on purpose will most often choose to do so when a match is not in their favor. When examining their total disconnects ever, if a large percentage is when they were losing, you could have an increased confidence that they’re doing it on purpose. It could be within a certain score threshold too. If the disconnects appear random, then consequences could be less severe but still very much in place.
Stuff like increased delays before queuing again is possible, lower rewards in the following games, and higher chance to queue with people who also disconnect a lot would be some suggestions to consider. Players who do this on purpose as a way of playing disrupt the game for other people, and I have little regard for them.
There are instances where there should be no consequence. Earlier in the game’s cycle, I would sometimes find myself alone on a PvP map. Needless to say, ending the game then is the only viable option. I’m not sure this scenario is even possible anymore.

Why do you need a 1 year to handle a situation like leavers. If it sucks how about you do something about it, Instead of stating the obvious.

The problem actually is the spectator mode. Since you can just leave your team by going into spec. mode it’s really easy to switch to the winning team.
Example: 5:5 but one team is losing heavily than 2 people go into spec. mode which causes the auto balance system to switch one from the winning team to the loser side which results into one of the spec. mode players to join the winning team —> gg!
Solution: When joining spectator mode you have to stay there until the current map ends or at least only be able to join the same team you came from.

It wouldn’t solve the issue completely, but it would be a good start and relatively easier (in comparison) than the other fixes that have been suggested.

And if you leave in the middle of a match for any reason you get an automatic (small) time-ban that ramps up in severity quickly.
Seriously, LoL is miles ahead in terms of these systems, just start copypasta-ing what they do. We need to realize it will take time, but its still a very necessary thing to do soon.

Before we enter the mist , theres a small training area .
If someone leave a match , he must do <<manual labor>> , like ressing 2 Npc (in the case some1 got dc) , and this effect ramp up for each contiued leave , before he can <<remove the huge warning sign>> that prevents him from clicking anything in the Hj + tPvP master .
Winning solo+tournament arena awards <<Rescue tokens>> . Talking to the ncp near the trainning room Stargate let you bypass the manual labor , but the effect-tokens needed stack up too with each Leave .
If you have huge <<manual labor stacks>> or you dont have any <,rescue tokens>> , you wont make it in time to join the game before it ends and you will punished with the Disshonor stack .
Edit: Theres still the problem with 3rd party illigal automatic programs , doing you <<manual labor>>
Can those programs <<right click>> the target and rez it , rather than pushing <<F>> ?
Otherwise we should <,collect>> some moving kites or something else where a automatic program cannot Tab target and iteract with them with <<F>> , but visual be there accesible for real ppl

allowed 5 leaves in 3 days is too lax and is too long a time, no idea what drove you guys to use this dishonor system when gw1 system was simpler and proven to work
There would not be this much leavers when Matchmaking would work
its just very anoying to see at start in your enemy team most are top 100 and in your team all not even ranked and matches like this i had in last 2 weeks most time
very often i just wanna go afk or off and delete it but i never do^^
arenanet should bringt faster this matchmaking fixes and have the most fokus on this – its simple no fun to play at moment and all what Mr.PVP do is saying to the ppl
“still not anoyed and given up? wait i can do more to kitten you”
edit: and test your candycorn rewards next time on PVEers or WVWers and delete dungeonchests + worldchests and all the wvw chests and give them 5 candycon – wanna see what they have to say

Comparing other games to GW2 is taboo, they will ignore that type of feedback because this game MUST be different than other MMOs to the point we aren’t allowed those basic and oh so obvious features.
Particle slider? Nah, other games have those. We’re different.
Pvp rewards? Lol cmon guys, we’re GW2, not those other games.
A legit dishonored system? Guys, we did this in GW1 already.
