Imo, healing spring is low on the list because of its long recharge time and necessity to stand in the field to maximize. The overall HP/S is also not tops. It is certainly strong, especially in team-fight situations with the long-duration water field, but lacks some of the benefits of other heals in other situations.
Signet of renewal also has some good effects, but isn’t even on the same radar in terms of power of the utilities I listed, imo. I personally highly value mobility (thus why blinks are so high). The other listed utilities are incredibly strong defensively to help a class survive for very long and/or provide excellent support. I rarely take signet of renewal except in certain ranger builds, whereas I almost ALWAYS want the skills listed in my builds for those classes.

Please start it! The problem is, I never play necro or guardian, and they might have a ton of useless skills I don’t know. But we’ll try.

You listed engi skills as the best in the game for every category. I assume you main an engi.

Well, the best utility in the game is a kit. Most engineers rely on at least one kit, and Tool Kit is perhaps the strongest, so nothing weird here. Healing Turret is good, again partly because of the engineer’s mechanics (the tool belt skill), but also because of the AoE water field, two condi cleanse, and the fact that you can adapt the way you play it depending on your foes or your build (pick up against heavy condis, blast against power damage or for cc when traited, just standing if you play turrets), so why not. And supply crate is good also. I main thief, but even I realize that some of these skills are strong. When you think about it, engis rely mainly on utility skills, so it seems appropriate they get the best in the game.
I can’t see Flesh Wurm or Corrupt Boon anywhere.
Haven’t seen working PvP builds without those two for a long time.
Consume Condition is also 100% pvp mandatory, you can’t swap.
As for most used PvP trait, I vote for Vital Persistance.

Yeah, I regreted not adding Corrupt Boon to my top five, but I’m too lazy to edit on my phone.
