Is there a way or a place in-game or on the internet where you can view the season 5 leaderboards from both regions?

You can use GW2’s API.

However, this leaderboard doesn’t show the number of wins/losses. Only the account name and their skill rating.

When comparing leaderboards you have to consider this point
The total number of rating point available aka population

A 1900 rating account in EU may not equal a 1900 account in NA. We can’t say one is better than the other. The way the rating is awarded, will generate a spectrum. The best way to compare would be to look at averages and standard deviations. Not absolute values.

As you climb higher, you gain less points unless you fight people at your skill.
NA instead of dealing with this, just cut the maximum point value by constantly introducing new accounts into the system instead of seasoned high ranking accounts. So NA max rating could never catch up to EU max rating because of this.

TLDR standard deviation and averages tell a better story than absolute rating values.

It would be great since it would give a way to tell apart cheaters, there are people in NA in the top 50 that have less than 40 games which is a bit sad…

Yes please as it shows quiet a lot about the accounts and how they got there, for example #1 on NA has played a total of 41 games and clearly sniped Nos for that spot while #1-5 on EU have all had a ton of matches to their names showing they consistently played to earn their place.
