We need a sportsmanship clause.

Are you sure those people are intentionally helping the other teams?
Since I doubt it is easy to even be queued in the same match as enemy player.
the guy is probably just trying to loss faster. Or someone on your team talk trash to him and he don’t bother to help.

I think that is very hard to prove nothing except having a referee over your shoulder.
In example: yesterady in one of my matches, playing as a meditation guardian in Niflhel, I did stay on close over the whole match, keeping our base. I got like 25 points due scoring the area and two succesfull defends (few kills). We won by a landslide (by more than 300 points), but for most of the match my role was just to stay alone, on close, doing nothing, scoring nothing to myself, despite the point I keep on guard was scoring for my team the whole match.
Another example: a player does a great job, scores a lot of kills and contributes to the the advantage of his team; then suddenly He makes personal a duel with another player, leaving a side the match and just engaging in the fight. As the result, the team loses, but who are we to judge them? The ultimate goal of the game is (must be) to have fun, and for him having that fight can be more fun that just winning another irrelevant match.
I remember my two (only) matches in LoL. I was utterly bad; in one of them I died like 17 times, and one of the players of my teams was mad blaming me for “feeding the opposite team”. He was wrong, but despite I did try to argue my novelty to the game He still was raging all the time.
The way to prevent disgusting behaviour from your team mates is just trying to play always with the same people, making comformed teams. The game still doesn’t have numbers enough in PvP to have a functional matchmaking based on skill levels and personal delivery, so ramdom teams will provide random experiences.

The entire report system is open to abuse though. I’m more talking about egregious instances of someone repeatedly refusing the play. I assume Anet takes reports with a grain of salt anyway, unless the reported offense is clear and quite terrible.
You make a good point that newbies are going to make a ton of idiotic mistakes. I’m sure someone would report them too, but playing badly shouldn’t be a violation of any rule. If someone is new that will be obvious to whoever reviews reports.
I see a lot of blatant trolling sometimes though. Like “yes, I’m fighting in the street and not capping points, because you’re all scrubs and it’s not worth it to even try with this kitten team.” I think that’s an obvious problem, whereas someone who’s new or otherwise confused probably isn’t going to offensively mouth off about it.

Bunkers are an example of why points scored shouldn’t have anything to do with it. Holding and defending a point is legit. Rushing far and dying over and over can even be legit (think of the poor noobs) – it depends on intention. Which admittedly is difficult or even impossible to prove if they don’t say anything.
What I’m primarily suggesting is a report option for situations that are clear BS. As mentioned above, people who insult their team based on composition alone, and refuse to play because of that. Terrible team comp in soloQ isn’t the fault of the team. Sometimes those terrible comps even win, but not if one or two people on the team just flat out refuse to try, and make that very clear with what they say in chat.
Yeah, in some cases, it’ll be obvious that the person is deliberately sabotaging your own team. Whether it’s because they announced it, or because you see the player just running into a wall back at your base. But in your latter example, is it a case of them just giving up or because they got a case of “combat tunnel vision” because they got jumped on the way to a point and their “must kill my opponent!” instinct kicked in. (Happened to me a few times.)
And even if they just gave up, sometimes you can’t really blame them if the match really IS completely one-sided. When the score is 30 – 300, the enemy team has bunkers and gank squads roaming around, and you know that there is absolutely no way you can pull a comeback, can you really blame them for wanting the pain to end sooner?
Maybe they could add a “Reputation” stat that your teammates could rate you with after a match. +1 or -1 kind of thing. That way I could -1 the next person who says “Stupid Ranger Arie, can’t even kill an engineer!” As Chaith dances over my dead body and we loose 500-30. :-)
