It is a medium set called PvP Inquest set. Is it a higher rank set or paid tournament set? Where does it come from in PvE?

I’m not sure on where in PvP. But in PvE the vendor in Lion’s Arch sells it for tokens from Crucible of Eternity.

You can get it from Paid tournament chests
Recipe = Paid tournament token + Sliver
