Which class and build is highest CC?

I need to change my signature. I HAVE tried HamBow and a few other warriors.
I am thinking that I suer haven;t tried all the possible builds of all classes, and maybe I have missed something.
I tried a chill necro. I have heard that an ele could possible do a lot of freezing.
Just wondering what everyone’s thoughts are.

Necromancers have the best CC options.
Every single weapon set except Off-hand dagger has a snare. However, you do not want chill necromancers at all. They are trash.
What you want is D/W staff Minion master necromancers. You can keep enemies crippled forever vs. chilled for 12 seconds.
4x Necromancer, 3x Mesmer, 4x Guardian, 4x Thief, 4 Revenant

Many people will tell you hammer warrior. That only goes to show how many people just fall into popular beliefs in this game and follow the heard.
CC=crowd control
90% of hammer warriors supposed CC is actually single target.
Bulls rush=single target
shield bash=single target
skull crack=single target
back breaker=single target
tremor=single target
earth shaker=hard crowd control
staggering blow=hard small aoe crowd control
launch= hard crowd control
fear me=crowd control
Crowd is a plural, not a singular.
Warrior has access to many form of crowd control for Pvp purposes (CC in PvE is not a worth while investment) however if they choose to equip all crowd control, they will suffer in the short-md-longer terms because they are essentially now just a one trick pony that lacks any diversity.
The more meaningful CC is more than just I knocked that guy down, shove that person aside. CC when well execute will not only disable multiple players, but also force them away from their intended tactics. This is where fear is superior. Hammer simply stops them, from which they will resume exactly from where they left off. Fear on the hand disables them, controls them and drives them away from what they were intending to do.
Hammer is very rinse-repeat friendly, but it requires the warrior to be relatively close to it’s target and it cannot be used in a tiered environment. Necro fear on the other hand can be used from 1200 units away and can be used in a tiered environment. If you want to stand above a skyhammer node and place fear down you can..warrior cannot. This again gives fear the advantage over hammer.

effective in tiered maps
=superior
Hammer;
300 units
only viable with melee weapons
less effective in tiered environments
=inferior.

Newsflash gw2 pvp is based around small capture points + immobilize stacking is one of the most broken things ever

Highest cc only counts if you live enough to apply it/or get to apply it and the setup you just described wont get you past the 3rd button push.
