Why ALL Skins are not earnable in The Mists?

Possible reasons why they don’t allow this content in PvP:
1)To keep the sPvP player base divided from the WvW and PvE Player base.
2)To try and encourage players to leave the Mists and Experience the living world content.
3)To try and make certain Skins feel more exclusive thus more rewarding.
4)In an attempt to stimulate the Auction House economy through the trade of Limited Skins and/or Materials needed to craft them.
Flaws I can see with the above mentioned mentalities:
1)It was an excellent idea to separate GW2 into a competitive game and a non-competitive game in one! particularly when it is so seamless to dive into one another. However, the big dispute in PvP aside from the Matchmaking issues (which is currently being addressed) is the reward system. I agree keeping them seperate 100% and being able to “/rank” in the PvE is enough of a cross over. But that’s my point they’r seperate.. Why limit the potential reward selection after earning it in PvP if your not demeaning the people who earned it in PvE? Because both sides of the game are earning it in a means that interest them.. That appeal to them. So my point: is I agree, keep the earnings separated to each respective game mode but allow access to all aesthetic items because they do not effect one another.
2)The PvE World is very well articulated and enthralling so I’m certainly not speaking for everyone when I say that I just don’t usually like fighting against scripts it’s not as dynamic as struggling against another player who is trying to survive just as you are. So essentially there’s nothing short of PvE Dueling that would bring me into the PvE world.. That being said I detest unfair playing fields where the winner is determined through numbers and not skill. my point is:Its a two way street, players from both sides of the proverbial GW2 tracks should be incentivized into at least TRYING the other. Yet it’s hard to feel like that is the methodology when The Mists rewards are completely aesthetic based and PvE is Aesthetic and everything else and yet it has MORE skins currently and proceeds to get more every month. I can empathize with Anet wanting everyone to experience every furthest corner of Kryta that they spent so much time developing, that’s why I got two 80’s so that I could say I’ve “been around”. But at the heart of things.. Its PvP for me.
3)Making skins exclusive/rare is about the only way to offer a Reward or incentive in a game mode (Structured Player verse Player) where the only progress comes in the form of visuals. So it’s arguable that this is even MORE important in the Mists than in PvE so My Point is that there’s no explanation why the skins and appearance modification items that exsist in PvE shouldn’t be just as precious and brag worthy in The Mists! Like i said previously HOW we get the skins is irrelevant, in fact I would hope that the better looking ones WERE more difficult to achieve but my idea on “difficult to achieve” is becoming a seasoned well versed competitive player is through vast successful competitions. Not someone who has to go out of the mists, buy a couple dozen Black Lion Chests/Keys from the Auction House and exhange those for a Skin that you must convert into a PvP item before you can step back into The Mists and use it. Just Saying
4)This follows along the same route as the above concept but basically “In Game Stores”are pretty much required in any self respected Free to Play game model. As it should be, I like the little nick-nacks and have personally purchased quite a few both for me and my friends. (Thank you for implementing the gift feature I was wanting by the way) But all this seems to me not very applicable when applied to the context of The Mists When you can’t even buy the ingredients via Auction House to craft all the Skins you want to use in PvP. So onto My Point: I can’t justify this reasoning either.. Because you could just as easily (if not more practically) stimulate GW2’s economy in The Mists.
In Conclusion
Yes , this is a long winded Topic and Yes, I am a little biased. But I’m trying to be reasonably biased! is it me? Am I missing something fundamentally obvious or perhaps the revamp is a time consuming process and that they are actually in the process of a PvP remedy?
Could someone shed some light on this situation? I’d love to hear some other voices of reason.

Nobody knows but everyone agrees it’s kind of contradictory. Like Wolf said: the rewards in sPvP are cosmetics(armor/weapons/titles) and it’s a shame we don’t have acces to some of the better looking cosmetics only available through PvE(or the Gem Store since PvE = Gold = Gems).
That’s why i honestly think they should implement some kind of unique PvP currency with which we could buy these PvE-Only Skins and Gem-Store Skins. Or make it so we can buy PvE-Only Skins and convert the currency to Gems to buy Gem-Store Skins.
I wish it could be just as simple as: “Use the Toxic Finisher X amount of times to get the PvP Gas Mask. This item cannot be used in WvW or PvE” and just have a Legendary PvP chest that can be purchased at any rank but costs a large amount of Glory. I wouldn’t even care if its random. And When breaking down a PvP Legendary item you have a small chance to get Gems among other menial PvP items.
I only suggest this out of simplicity, for the majority of PvP players are already comfortable with these kind of mechanics not to mention they have already been developed.
