Why are gun auto attacks 1/2 power 1/2 bleed?
wouldn’t you bleed if you got shot by a gun!

I would also bleed if I got hit with a sword, a greatsword, a mace, a lightning bolt, an explosion and most types of pet attacks.
The point being the game isn’t supposed to be real-world logical. So to answer the OP, its’a design choice. If you ask why, then the answer is why not? Then the real discussion starts and we can get beyond these silly pre-questions.

It’s an odd design choice for both the thief pistol and the warrior rifle that has bugged me. The main reason being is that none of the others of those weapon abilities, just the #1 slot, does condition. This means for a class designed around power the auto attack is weak due to the budgeted bleed that will tick for little damage, while if the class does build for condi damage, 2-5 will do little damage. If they want the weapons to be used by either condi and power builds they need to build condis into other of the attack abilities as well, either that or just get rid of the bleeds, or make them very short so the direct damage can go higher. This is a big part of why both of those weapons are underused in pvp.
You can always run with PvE Rampager gear. The high critical chance can be combined with crit damage for power builds or a sigil/trait for condi builds. In PvP though, with the weird/different amulet choices, I agree that not much can be done.
Go cond dmg and stack might like if there’s no tomorrow. Cheap faceroll.
Bleeding shot Warrior Rifle 1 skill : 6 seconds of bleed base
Explosive shot engi pistol 1 skill : 2 seconds of bleed
Everything is fine we dont deal any damage please dont nerf
