Why cant all abilities be usefull
I’ve wondered this myself, it’s like why hasn’t underwater fighting been balanced and expanded upon? I always joke and say casuals (it’s true as far as underwater balancing goes). But I’d love to use the norn beast transformations in pvp fights and it be as good as the next elite. It’s like why make a skill and make it useless? I mean it’s an entire transformation based from lore and something that made me in awe in gw1; the norn beasts. If they’re so useless Anet then just take them out if you never plan to buff them. Some would argue lore, but some of the gw lore has been stomped on (I mean, look at the Angel wings) so clearly gw lore does not matter. It’s just what some game companies make mistakes with.
You see, THIS is why gw1 had better pvp. Every skill had a purpose and was effective, you just needed a build for it.
As a warrior, in the state of the game today, what possible purpose do banners have? Banners literally have no use in PvP. Revenants take boons and just do it better.
Because of work and effort that needs to be put into them.
It is pure and simple that, ANET has limited resources and making new and exciting stuff is better for marketing and sales than making the old stuff appealing/worthwhile (although making variety and you second guessing all your picks would provide so much fun and may have a retaining and a promotion value – but I digress).
Resources are then pulled into making new stuff, new expansion, new etc, whilst balance is kept at making PvP not explode on itself with extremely OP stuff or UP classes.
I am not sure they are succeeding at that goal, but that is the goal they are most certainly pursuing.
Why don’t CCGs only have good, useful cards?
There are a number of reasons. Some abilities have high skill floors, but low skill ceilings, or vice-versa. Some skills are useful in some game modes, but not all. (Banners may be terrible in PvP, but are top-tier in challenging PvE for example.)
All abilities are useful. Some are just more useful than others.

I think what you meant is “All abilities do something”, that’s very very different from being useful though.

No, they’re all useful. They all have a use. Some uses are just not as important or some do the same use more effectively/efficiently.
Because instead of balancing skills to create build variety it seems the balance team just wants to “change the meta” which pretty much equals to them telling you what build to play.
