Why do solos get paired with org groups?

Organized groups should only face other organized groups. Same for leader board separation. This seems like the logical thing to do. Anet, It’s 2013, surely we can devise such an algorithm.

Because org groups need to farm tickets to pay for paid tournament entry fees..
