Why does a 20 seconds DC count as a loss??
What you described would take longer than 20 seconds which is why you got a loss. I cannot remember exactly but you have either 30 or 40 seconds to rejoin the game and not get a loss for it, so you must have taken longer.

If you are gone for a match longer than a combined 30 or 40 seconds (ie two 20 second disconnects) you get a loss. I am not sure why this is in the game but it is, it may have something to do with stopping players from constantly swapping characters or something I do not know.

I believe it was implemented because they planned to introduce class specific MMR and not want people to be able to switch characters, affecting their matches and basically cheating with their MMR. But since EU pvp serves can be kitten and players kept DCing constantly, they added a grace period, meaning you can DC or swap classes but only if you do it in certain time. (Thought, it was 1 min 20 sec, though.)
I’m pretty sure it had something to do with players leaving the game early, too. It’s not a very good solution, though. You get an underserved loss which is pretty discouraging. On the other hand, matchmaking and leaderboards are at a pretty bad condition atm and they need to change that before this imo.
The timer may very well be longer but I have never been gone longer than 30 seconds to test it. It is plenty of time to swap characters but if you get a full disconnect you may not have time to relog unless the timer is over a minute as you say.
