Would a Warbanner change be OP?
Just wait until your thief or ele teammate uses their downed #2 and then drop the banner. Warriors are considered far too strong at the moment—if Anet buffed anything else on them it would be received very poorly.
This problem is not restricted to warrior – the other classes with revive skills also have the same problem.
Being able to revive a player/several players at once is extremely powerful since it both denies the other team points from the kills, and brings people back into the fight without having to worry about getting punished by cleave damage.
The risk/coordination required to make optimal use of revive skills is the only reason they’re not viewed as being blatantly overpowered.
Comparing it to the spirit elite, this sounds like a valid improvement to the warrior. Although if banners ever become a huge part of the meta, they should have health. Remember what you did to my poor spirit weapons Anet!

Banner is pretty meta defining in WVW, as it’s the only revive skill which revives NPC’s (so a single warrior with stances can rev a keep lord, have a few warriors alternating and they can chain it indefinitely). Any change would have to be pvp only.
It’s still a very strong skill though. Maybe just tag banner in team chat just befor eyou place it if your not on voice chat first so they know not to run (ctrl – click is quickest way).

Man it’s your’s and your teammates fault if you miss a ress. Just coordinate better next time. And I always use the ress banner on my warrior when in tournaments, but it’s just my bad when I can’t ress someone.

You guys are mostly coming from a very tPVP perspective — if you coordinate properly with your team in vent/TS/mumbro than dropping the banner isn’t so bad — and if you still miss, well then its your own kitten fault.
But in solo queue, or hotjoins, you can’t really coordinate very well and, as a result, miss the banner all the time.
Unfortunately (and understandably) its very hard for ANET to perform a skill balance and find the optimum happy place for hotjoins, solo q, tpvp, wvw and pve …
So, if you land the banner and res someone —> Full CD
If you drop the banner and fail miserably —> reduced CD (maybe 10%-20% or something on 240 seconds = still a long wait to think on how bad you are)
Implementing something like this will make the skill feel more rewarding when you land it and less of a kick in the face when you miss it … and if BF Skinner has taught the world anything it’s that getting kicked in the face may make you stop playing banners.
I really don’t think the strongest profession needs more buffs to an extremely useful and very powerful elite skill. Other people said it already, it has such a huge impact in a fight that it has to have some skill in its use, even with a long CD. Let’s instead talk about making basilisk venom more than just a way to proc lyssa.
