I guess meta mesmer if you are good with it. But it also depends how the team plays.
You need mobility, good dueling and should not die outnumbered.
Mesmer has it all. I personally think a mobile warrior is also suited but misses teleport and portal … Also engi can win a match by not dying. Ele is risky if the team is competent ele is great otherwise you are often helpless. And druid is some kind of jack of all. Damage, healing ok mobility.
Well played thief can carry strong if the oposing team has a bad rotation/movement.
I would say Druid Shoutbow, if you play it well and the enemy is stupid then you can be 1v3 90% of the match without dying while your team just totally outnumberes the rest. Engi can do that too.
As thated above Thief is good too, but in my own experience that works only and only if your team is already a little bit good. If your team doesn’t know what to do at all, especially just a little bit of rotations then as a Thief you would not be able to do absolutely anything at all even if you were the best one ever

This is not carrying because there is nothing to carry to if enemy team gets roflstomped and can’t kill a single druid 1v3. It means you got stacked with good versus stack of bad.
Nevertheless, druid shoutbow is a way to go. I tried it a few times and it deals well in most situations. But it all comes down to how your team plays because no matter how hard you try, you won’t carry 3 headless chickens or a disconnected dude/troll as long as the enemy is on your level.
I main Thief that season again and must say it can be great but its a twisted blade.
It really depends on the tank ability / dmg output over time of the rest of your team.
Had a couple of teams that got crushed in the period of time where I was capping the close point. You cannot outrotate such opponents that have time to chase you with 3 people while trying to decap far.

Exaclty my thoughts. When your team is mediocore and can keep up good fight in the mid, thief is the thing that wins the game. That is in case you can 1vs1 win opposing thief/mesmer. If your team loses in the middle and cant even take out 4vs2 then you got a huge problem. Most of the time there is DH waiting at far and you end up fightin him and the other thief. DH alone is not a problem if you take your time but when couple other players come zerg you same time you just end up dead over and over again
