changes to amulets
It really is only the might-stacking builds that can make cele shine. I’ve never been impressed with cele on my guardian or ranger, for example, where the other amulets do a better job. I suppose you could lower the stats on cele to bring it in line, but as far as I know only the ele can really take full advantage of cele. For example, the cele signet necro build is far from OP. On this basis, it seems that a nerf to d/d ele would probably be sufficient, rather than buffing the other amulets.

you make a good point but when you look at any match. You say oh they have 2 ele and that means to cele ammy and they have also have a necro with signets which probably means he is running cele. Thats 3 players on 1 team running a cele ammy and they will have a advantage over the other team unless they are running the same thing.
Ive also ran into alot guardians starting to use cele with vamp rune. There are alot of classes that have better options if looking for a certain role but atm if you watch any AG/ESL tournament there is at least 2-3 people on each team running cele ammy. I could be wrong and maybe they just need to bring back D/D ele back in line but i would like better options for players who want to use a ranger/dps warrior/dps guardian.

This is a good point, but if its not the cele, wouldn’t it just be another amulet? Build diversity in this game is always going to be minimized as long as metabattle.com is so widely used.
In any case, if d/d ele was nerfed and now “on the level,” having 3 cele’s on a team wouldn’t be such an advantage, right?

Cele is not broken, it’s only strong (not even OP, just strong) in two or three builds. D/D Ele and Signet Necro are the two I know about. I think Cele Eng used to be a thing, but it might not any more.
Really, Ele is the only class that can effectively use all the stats on Cele. Most of them are wasted on everybody else.

The problem is the amulet system. You can’t do anything besides full offense or heavily defensive except for celestial. And if you can’t stack might and apply conditions easily, celestial is pretty lackluster.
As has been requested, the amulet system is a disaster and should be replaced by a point allocation system (or just import PvE gear/stat system and TRY to balance that).
Point allocation system would be something like: everyone has x amount of points (3000 for example) to put into their various attributes. The player can put no more than 1200 into a single stat (how it is now with the amulets I think), but otherwise the player can spend them into as many attributes as they wish.
Right now the amulet system is just a continuation of the gimmick “look how simple it is to get into PvP and look how balanced it is!” But really it is just limiting and causing balance problems. How many amulets do we ever see in play in sPvP? Realistically I think the number can be said to be 5 or less (emphasis on the cele, marauder, soldier, cleric, and [insert condi amulet]).
And don’t get me started on armor runes which were ‘redesigned’ so more would see use (p.s. once again only a few of the many are ever used).
