if a player has all BIS and i have all whites, will his stats be higher than mine or are gear stats annulled in arenas?

Have no idea what bis is, but in spvp every gear stat is equal, thus if you have the crappiest armor you are equal with someone who has all the exotic ones.

stats in sPvP comes from the PvP build menu.

Well if your gear is broken in PVE and go into PVP you also have broken gear over there and you do have less armor…

Not that i know…

The only armor that counts for stats in PvP are your chest, pants, and boots. If you have all three of those pieces, you will have max defense from armor. After that, all items are evened out to exotics, both weapons and armor.
