I think that has to do with database space
PvP weapon locker should be based on bits (either 0 or 1, you have or you haven’t the item in there) while bank collections are based on bites (0-255 max, but it caps at 250 anyway).
There are far more weapons/armors in the pvp locker compared to the pve mats stuff, so I don’t think they can afford the database space to let us have multiple copies of the same items.
An idea would be to make weapons/armors work like pvp runes/sigil, which doesn’t appear to be removed from your pvp locker when you collect them. So every weapon/armor would just be unlocked and be stored as “1”, forever.

PvP weapon locker requires a single tab bank for pvp only items, such as arcane converters and spare skins. I have broken down all my doubles, guess what, I also accidently destroyed the doubles I wanted to keep :/. Oh well, my Ele has a Halo Needler.
I also believe there should be an extra bag slot for pvp only items in your inventory, only visible in pvp. So when I leave the mists I don’t have to delete 5 bazillion things to get space (1 of each amulet + a spare gear set + a spare rune set + Amulets with non stock gem + Change of weapons) Half of my bag space is pvp gear that I cant get rid of (I can but I need it for pvp).
It would be cool if all 1 handers had 2 slots, so you could have 2 of the same skin stacked.

that would be the optimal solution, yeah. it’s not like permanent skin unlocks are unheard of in this game (HoM and now achievement skins), and it’s not like asking PvP players to grind for a skin they already have on one character is making anyone happy.

If they can afford to store our bag items’ locations, they can afford to store something as equally frivolous as multiple PvP Skins.
They also already do this for PvP Runes. So no, that argument doesn’t really work.
Permanent skin unlocks could be a good thing.
When you open a chest and get a new skin (not unlocked before) a reward screen (like the pve solo mission complete) screen could appear:
“Soldier, take this new gear, pretty yourself up and get back to the fighting! " – voice over
And the gear you unlock could appear as an item only preview with arrows back and forth (incase you opened a metric crap tonne of chests at once).

i remember they said due to technical issues they cannot to item stacking for pvp locker armor weapons etc.
i.e. “we dun wanna waste precious database space”
PvP rewards you with bigger bags per 10 ranks.
Whats the use of the bags if everything goes to the closet?
To keep armor/skins you like.
Why should anet allow you to have 255 if it costs them more money because of that and the fact that your never going to use it?
Skins should just be unlocks instead of actual items. Once you have it you should be able to pull as many of that skin as you want.
They should also dump the entire salvage/mystic toilet system and just sell skins for glory. tPvP skins would be bought with tPvP tokens from tournament chests.
