The “safe pips” prop up an uneven matchmaking. Without that, players would be quickly forced out of the mid range. Intuition says that with current matchmaking, the vast majority would be in Amber/Emerald.
You really can’t have it both ways. Speedy separation of the “skill” levels or no safety nets.
Also, ANET chose to make the shiny dependent on wins. A lack of safe pips would make the prize near unobtanium.
Since the player base is so small, ANET needs to attract new blood. There chosen method of doing that was a “legendary” shiny. Unfortunately, ANET chose to alienate the same new blood by exposing them to murderous odds with the matchmaking.
It will be interesting to see which way the season 4 matchmaking goes.

This is not the situation in GW2.
It’ll work itself out naturally. Top players wouldn’t be able to move past something like Ruby rank due to lack of player population to que with. That would mean Ruby therefore becomes the highest skilled “division” until players manage to distribute themselves out further.
If players find that an issue, then the easiest solution is to either expand the matchmaking ranges, or make divisions solely based on MMR.

Again, proof. And really, how many people are going around buying $50 accounts to redo the very fun and thrilling leagues? And if you’re being stomped by a bunch of F2P core accounts with unviable builds, then that’s just sad.
You should lose tiers and divisions starting in Sapphire. So people would have a chance to drop within their losing streaks instead of piling up in Ruby or even Diamond.

unviable builds?…. only if they are the same skill level but that is not the case. last week playing whith my friends (rubi, saphire) got stompet by a premade team of 4 amber whith core builds and a rubi whith HoT build, and the ruby one are whith diference the worse player of team . this only means one thing legendari or pro level players in alternate F2P acounts carriing to legendary a less skilled friend and stomping trough lower divs whith their superior skill
Thanks to this system ruby has the biggest collection of idiots in any tier outside hotjoin.
It’s just a contest to see who can throw their lead more effectively by chasing the thief off point, starting with a lord rush, trying to cap far when holding mid and home securely…etc
In fact there’s probably more people who don’t understand the idea of stand on the circle in ruby than in preschool.

I love my F2P acct running a Core thief, the only time I have found a good fight was against another f2p alt acct, but otherwise the safe pips allowed players that should never be above emerald get there
