since this patch is kinda sobering in terms of balance i am wondering how long it will take till we get some significant changes for pvp?

The balance patch will be in March.

In the last live-stream they had, they specifically said (multiple times if I remember) the balance patch will be with the next feature patch. The next feature patch is in March.
