Well this would serve as a hotfix until they designed that system.

Does that mean that if I want to make another character on my second account I have to regrind to victory just to play tourney with that character?

Yes. I won’t ask the reason, but usually most people don’t buy another account anyway so it would be an extremely rare scenario. Pvp Level goes across all the characters, so the average person would tend to buy a character slot instead of an entirely different copy of the game.

Well, let’s be blunt here – you own 2 accounts.
Rank is account level rather than character level for a reason – to avoid situations such as this. I don’t think its Anets responsibility to design around players with multiple accounts.

It would be great if pug groups wouldn’t be paired up with premades.
Have a lot of screenshots of tPvP matches where one team level sum is about 150 (all players about lvl 30) and the other team is 75 (no one higher lvl 20). Really nice team balance.
I don’t have a team to tPvP. And it is really very very fun to play in a pug group against premade. I love these 500 vs 35 games.

no players = no balance… even if this game had a working mm you would still get the same games, but you would just have to sit longer in que

It’s actually a pretty good idea, I’d even suggest lvl20+ but unfortunately there just isn’t enough players to implement such change
ANet needs better matchmaking, but on top of that, yea I don’t think it would be a bad idea to have something like this in place. Plenty of “competitive” games do it already, why doesn’t ANet? It lets players get a feel for the gametype and weeds out those just wanting to test builds for WvW.
e: sigh, 4 games in a row with sub rank 5’s, players who had no idea what to do in a tournament, let alone their classes in general. Not wasting my time with this kitten.

Tpvp is about testin your mettle.

Well matchmaking isn’t anything but put 5v5 in a room right now. Even then it doesn’t always end up 5v5 and will put in 4v5 without penalty to the absent person. I’d rather have solo-que vs solo-que then have premade vs solo que and newbies.

Sub rank 10 players more often than not have no idea how spvp works. Now there are rare exceptions, people who already played spvp but use a different account, have studied extensively, or even just play WvW a lot.
Problem is, those sub rank 10 players are maybe 1% of the total population that joins ques. Most of them are pretty obvious to spot:
Warrior with starting armor on and a rifle. Not even color changes.
-last match i played.
Its as if they go into mist and the first instinct you had was to use tPvP instead of hotjoin and not even bother with armor.
