Yeh i really dont get this tbh…Forum filled with complaints about skyhammer…but no lets remove the kitten underwatermap instead of removing the water and upping the height of the shallow part instead so you still have a proper map without any water….
Its like here…You want skyhammer removed or adjusted ???! Slap in the face…Watermap removed !
Officially
“Raid on the Capricorn was created to test the waters with underwater combat in PvP, but it is not something that the team would like to continue. Raid on the Capricorn has been removed from PvP along with the underwater training areas in Heart of the Mists. Underwater weapons were subsequently removed from the revamped build UI.”

Unofficially
It’s not based on feedback from players, but rather the difficulty in starting balance on underwater skills. There was a patch where they fixed some skills that were broken underwater and much later we saw the removal of Raid on the Capricorn. This is in my opinion because it’s difficult to balance skills and even more so for underwater skills. They fixed some of the underwater skills so they could be used in PvE and then realized it would take too much time/effort/resources to fix/balance the underwater skills.
