Item that unsoulbinds weapon skins?
We would all like something like this but the fact is, it will destroy the markets of many of these items.
I guarantee a lot of people are tired of their old skins (including me), and will jump at the chance to unsoulbind them. This will cause the market to be flooded with these items, and the value of that greatsword of yours will diminish extremely rapidly, as well as all other weapon types.

at least have an item that changes a item to account bound, it’s so frikin frustrating when i buy a skin from the gem store, apply it on an armor and then wanting to give it to a different character, only to found out that i have to buy 2 new armors and 2 transmutation stones so it can be changed for that character.

Fun fact of the day: This easily done by transmuting it to a white, no level piece of gear. This will make the item account bound. Then you simply transmute that item to an appropriately leveled item on the character of your choice. This works for all weapons and all armor.

Congratulations, you are now naked, buy new armour to cover yourself again. I hope you didn’t want to keep that “other” look on the receiving character, otherwise you would – again – need to buy another piece of armour!
Only way to reduce this a bit would be to use the splitter to first take the skin off.
Or did I miss something?
Edit: Oops, on topic – I don’t think the original idea would be wise.

The post I was referring to was complaining that there was no way to get a gem store skin on another character without buying it again. He also suggested a feature that would make the skin account bound. I explained to him how he could do that already in the game, he can then dress the original character up in any fashion he chooses.

Oh ok, I figured that person knew that because he mentioned pretty much what is needed for that and that it’s a more complicated process.
In that regards I think it would be great if the splitter would turn the skin back into an accountbound skin that could then again be applied like in the first place … would have to think about it some more.
