Not positive myself but I’d wager it’s that condition users usually have toughness in their build out of necessity (namely per/toughness/condi gear and/or the need to survive while their conditions apply their DPS).
Not sure what protection does special besides apply a reduction to direct damage after the damage is calculated by a character’s armor.
Protection is the only way to reduce Condition Damage.
By nerfing Protection, and buffing Toughness (which does nothing against condition damage), you’re actually reducing the only protection against condition damage, while making players more susceptible to it.

its not the ONLY protection against it, you know this thing called condition removal?, but it certainly is a very good protection against it no doubt about that, and toughness yeah only affect direct dmg, and as someone said earlier too, most condition build mainly use precision/toughness/condition damage (aka Rabid) both for added protection against direct damage dealer, but also becasue there is ways to make toughness give a condition damage increase as well (tuning crystals and traits for some classes, as well as 6 undead runes), in fact on my condition damage mesmer i rarely ever get hit, so my toughness is used more for extra condition damage than for protection really
As a Warrior, I’m all for it. It would level the playing field between the Protection and non-Protection Professions (a friggin’ Elementalist is more tanky than me!).
