Server Guesting needs Restrictions for pve.
They already talked about the change. You get 1 guaranteed rare per dragon per account. Reason why they didn’t go with your suggested idea is probably either:
1- Don’t want break Guesting
2- Guesting wasn’t actually the problem at all, just the amount of loot was the problem. Considering that Guesting wasn’t a problem prior to the amount of loot change, this is probably the most likely reason.
You didnt read the post? Its not about the loot but the actual chance to participate at the event the issue here. On our server its permanent w/e the time of the day.
Edit: I.e. today, i couldnt get a single dragon kill on any of my characters and i played 7-8h. That means zoning to participate to aprox 9 events wich i’ve been thrown in overflow.

I did read your post. they are fixing the issue you are having, by actually fixing what caused the issue in the first place, which was loot, not guesting.
in truth the problem isn’t guesting its the cooldowns, when the option is between waiting upto 4 hours (which for some will be longer than they get to play for) or everyone guesting into the one server that has it going up now… well people are going to guest and people are all going to swamp that event from their own server as well.
Not only do those long timers result in people wanting to guest over, they keep the population of those events high as it concentrates the availability of that content to just a few times a day for any given player.
This is the reason events like Claw and Behemoth tend to overflow while events like maw and fire elemental have never been overflowed for me.
In short: Shorter cooldowns mean less need for guesting to get to events during your play time and less people at any given instance of the event

Guesting was part of the problem, to think that people exploiting the one chest a day per a character…UNLESS you guest and you can get it again wasn’t adding to the problem you are mistaken. No it was not all the guesting fault, but they added their % to the problem just as people that had nothing better to do but farm the events all day with 8 different 80’s.
Although yes the new system will or should cut down on the lag but a considerable amount
