Disagree. You are treating a symptom rather than the disease.
If GW2 had direct, player-to-player trading, a tax on outgoing mail would be reasonable. It doesn’t, however, and your proposed suggestion won’t slow gold sellers. It’ll simply mean they need to work a little harder to fund their soliciting.
In fact it would hurt players WAY more than goldsellers, since gold sellers in general will be having TONS more gold than most players have
How about a “bulk mailing” fee instead?
Apply a charge to mails if you send out more than 10 (or whatever) in an hour.
again it will hurt players more than goldsellers no matter how you do it with mailing fee’s simply because they have more money than most
I’d much rather just have the option to block all mail from people not in my guild and people I haven’t added as friends.
But as an additional money sink it’ll do its job.

We have quite a few of those already . Heck T3 cultural is something like 120 Gold then of course you have trait books ,crafting, repairs and waypointing

Quite a few is not enough! cultural and trait books – you have to but those only once and those doesnt count as “sink” imo (you dont actually have to buy cultural at all unless you want achievement).
