I think that Anet has not made NPC clothing into town clothing, because NPC clothing has a race specific theme.

So lets make a new type of cultural armor and call it “cultural town clothing”. The clothing will be very cheap to buy from a cultural armor vendor. With the only restriction being your race.

I would like some asuran cultural town clothes because some NPC look amazing

although I prefer cultural armor, the idea of ??clothes is fun!
