So why is the water not frozen in LA?
Because it’s not that cold in the city. The snow is being introduced artificially through use of Asuran machines that Tixx deployed a week before he arrives.
Also, it is, around the snowglobe.
Don’t forget about the fact that it’s salt water. :P
If you get to a higher vantage point, like one of the Vistas over the mystic forge, you can actually see the machines Tixx is using to make it snow. In those areas without the devices, the weather in Lion’s Arch remains characteristically temperate.

What do you mean poor? I thought they did a great job. The textures look good, there’s a lot of it, and everywhere that has machines running has snow on the ground. So what do you mean by poor exactly?
Also, it may be affected by view distance, but I can see the machines without getting to a high vantage point. They look like roundish boxes spitting out snow and moving around a little bit.

Because the water in lion’s arch leads into an ocean. Large and deep bodies of water have enough heat to keep themselves from freezing on top. Salt water needs even a colder temperature to freeze than fresh water.

It’s a salty sea, connected to an ocean, in a tropical climate…why do you THINK it’s not frozen?
