I apologize if this has been discussed before but a quick search did not return any results.

All too often I do not see 2nd and 3rd place ganging up on 1st place. In theory 1st place would always be battling 2nd and 3rd. In my tier(s) I rarely see that as a consistent strategy. Of course you can find it happening a 4 hour stretch here or a 4 hour stretch but it is not a general rule.

Any thoughts?

In other words it’s 1st and 2nd against 3rd.

most tiers first goes after both teams, second and third cannibalize each other to not come last.
