A simple solution to "True Warfare" ?
Good suggestion in theory.
But in reality it would only amplify the importance of “Coverage Wars” and night capping.
The OP seems to be looking for a way to increase the importance of defense and encourage it. The suggestion assumes that the asset is under attack more often than not, which is not always true. It would only reward more points to a server with superior coverage than is warranted.

What if it just rewarded the side who takes it more?
Garrison flips… worth 100 points. Flip a garrison held 1 day: 10k points. For 5 days straight: worth 50k points. It should be enough that it can allow a server to catch up to one that has been in the lead for a long time.
What about losing points if you lose a tower, keep, etc.?

Again only would emphasize the night capping problem.
Let’s just face the music. Unless servers are made all international to allow a reliable 24/7 coverage for all servers, any ideas to make WvW about defending stuff will fail.
Track the WvW population sizes. Match them up based on these numbers. If you get stomped then, you’re just not good enough. You had just as many people.
They need to add players defending in the mix, so 40% is how long it hold/upgraded 60% how many that defended. If you take a paper tower with 0 defender that should give attacking force 0points or close to 0, maybe also add so server get 0point in tick on paper camp, tower, keep, SM.
More they can do is scouting give you buff, something like every 30min you get a buff for 1hour that give you 2x WXP or something like that, if what you scouted is lost you lose the buff.
If you defend doly from start to goal(gold medal) you get +2 supply you can carry for 1hour, silver medal +1 supply for 1hour.
