First the buffs it provides I don’t really have a problem with though if they do end up changing them I wouldn’t mind.
What if the ruins were a separate area akin to the Obsidian Sanctum in the eternal battlegrounds. Here me out, imagine; the ruins floating up in the borderlands sky right over a… wait for it… a lake right in the middle, maybe with a Quaggan town right in the middle I don’t know, get creative, put in some Tengu or something.
Anyway, make there be entrances to the ruins up in the sky in the Garrison for the home server and in the respective spawn towers for away servers.
Put a cap of about 10-20 people for each server allowed within the ‘Floating Ruins’ if you will.
