Stick with me here. this idea just sort of poped into my head and im still thinking about the kinks but ill try to explain it as best I can.

Very simple : If I have force of 100 men, and then held 100 keeps that I wanted guards in all of them, I could only put 1 man in each keep. However if I held one keep. I could put all 100 men in that keep to defend it.

So basically if you hold your share of the WvW zones (1/3) your guards would be normal, 100%. If you held all of the map your guards would be ‘spread thin’ (Call the debuff whatever you want) and their ability or strength would be reduced down to say 50%. If you are down to your last keep or tower, your guards get ‘united’ (Again call it whatever you want) and have 150% or their normal ability.

Of course upgrades and orbs will still make them stronger as they do now. ( I think orbs do, right?)

This would solve my issue with fact as you take more locations on the map your force increases instead of decreasing. This I feel in a minor way is helping to cause the snowball effect already felt by the orbs.

tldr: more locations you hold, the weaker your guards should get.

Not huge, but something.
