It’s soulbound on acquire, so careful who you open it with.
Heh, logged on first in the day with a char i don’t do WvW with, relogging (without taking the booster) to another char since I’d seen it was soulbound on acquire – no other character has gotten the mail, you can’t choose who to get it with, first char of the day is the one forced to take it

Edit: Oh, it’s 15 minutes only, not particularly important or impressive then, guess it’d have been good for a keep capture.
