I’m lazy to find and quote the post but it has been answered by Anet and it is 5% total.
It would stand to reason that it is not cummulative but total. Seeing as, when you hover over unlocked ranks (f.e. you got no ranks and hover over rank 2) it displays the total amount of points needed to unlock that rank. And not the points needed to unlock rank 2 from rank 1.
Example. It’ll say you need 15pts to get rank2 in Cannon Mastery, if you have none at the moment. 5pts for rank 1 and 10pts to then get rank 2.

You do also retain your previous rank skill in other skills. Dont look at it as +1% dmg being replaced by +2% dmg. But +1% dmg + 1% dmg = +2%dmg. The combined bonus from rank1 and rank2.
Since Cannon/Balista Mastery offers different (and atleast some interesting) effects, wording that in such a way that it shows the stacked effect in the tooltip would be a mess.

Your cannon basic fire now removes boons from enemies. All your cannon attacks do 25% more damage. Grapeshot does more bleed damage. All shots have a larger blast radius and Frost Shot lasts longer.

Just 5, they aren’t really worth it.
5%? Really?
That means it doesnt make sense at all to spend any points unless you are on a high rank to actually get an ability to level 5.
