Does this league system have same system like on sport? example: 1st position in silver will jump up to gold league and last position in gold league will drop to silver or are these these leagues permanently closed?

They haven’t mentioned anything about future seasons, but I doubt they’d have the bad judgement to just keep the current leagues as they are, it would permanently destroy half a dozen server communities(assuming those communities survive the first season anyway)

it’s a “wait and see” situation.

They are locked for the next seven weeks. If you mean can a silver server jump up to gold if they win within the next seven weeks, then no.
