Structural Upgrades: These don’t need the supply in the keep at the time of purchase. The worker will take the supply, 10 at a time, to start the upgrade, and will continue back and forth until there is no supply left in the depot. If the upgrade hasn’t finished, it’s because he hasn’t gone through the 400/800/wathever amount of supply required. The only way to speed it up is to either have the supply beforehand, or keep supply flowing into the tower/keep.
Personnel Upgrades: Require 100% of the supplies to be in the depot at the time of purchase. The upgrade is simply a timer, really.

Dang. So would it follow that, if there is a significant chance that supplies could be interrupted, a structural upgrade would be a really bad idea, since it could leave a fort with no supplies when it comes under attack?

That’s the idea. It’s a risk at times, but i wouldn’t go so far as to say you sabotaged. That’s why this is a supply based game. Starve them of supplies—>starve them of upgrades
You’re not sabotaging anything. The supply in the keeps are meant for upgrades. Players should carry supply from camps for all other things. Repairing the door from the supply inside the keep is basically the last resort before it gets turned over to the enemy.
The only time that one should not build an upgrade is if the tower/keep is being sieged. Having supply in the depot is obviously useful for ensuring that gates/walls stay up and building defensive siege equipment.
As for your upgrade not being built, this is normally due to 2 reasons. One is that there is no supply coming in. Either you don’t have a supply camp connected or the dolyaks are being taken down my npcs or players. Secondly, your teammates are taking all the supply from the depot. This often happens because people do not understand the upgrade mechanic. If that is the case then it is useful to ask your teammates not to take the supplies from the depot. Make sure to tell them it is needed for the upgrades so that they understand and hopefully don’t keep doing it. It is a more effective approach than yelling at them, calling them “noobs” and the such. :p
