Instead of a timer based system(that once a server is ahead, they win basically) why not have victory points?
Let me explain it clearer: keep the timer and bonuses that are currently in game as they are.
Now add: daily victory: The server that holds the most land at 7:00 central(achievement reset time) is awarded a Major victory point.
At anytime a server controls 100% of the map for 15 minutes, the worlds reset and they gain a minor victory point.
Now heres the key reason to do this: the players really love a fresh WvW, there is a surge of play for those grayed out locations or freshly spawned keeps. This would keep the losing teams still interested in WvW because even if you lose critically, you can have a chance to win the week through the collection of Major victory or minor victories. A major victory is worth say, 10 points and a minor worth 3. This way night capping teams can still lose essentially when the prime time action is going on. Imagine how nail biting the results will be every reset time!
I really hope arena.net will comment on this and I hope the community will interjection and keep this active!
Edit: to entice players to go for 100% instead of 99% to avoid reset, you could award a bonus 1000 points towards the buffs given by the current system.
