Armor scaling
A:
Armor rating for lvl 30 rare on a lvl 30 character will equal lvl 80 rare armor on a lvl 80 character, but after lvl 30 it does not scale equally. You will have a lower armor rating as a lvl 35 character wearing lvl 30 gear.
Not sure why, but I experienced this with my Guardian while doing WvW between levels 33-38. This might be due to masterwork armor having better stats than lower lvl rare armor while being 1-3 lvl’s lower in requirement than the next teir of rare armor. There is a point when using green armor is better than keeping old rare armor and waiting to lvl up to the next set of rares.

Not even close.
The stats are subpar even if you scale it up.
Even after that you are still missing an entire minor stat.
lv80 with skills fully unlocked, warrior, elementalist and engineer

It is my understanding that a level 30 in rare level 30 gear is equal to a level 80 in rare level 80 gear. (gear wise)
