Was there a stealth nerf to the drop rate of Badges of Honor?

I noticed I have barely been getting any the past month. Yesterday/last night I watched my kills to badge ratio & while my kill counter went up with over 300 kills, my badges only increased by 20.

20 badges …. for over 300 kills. Please tell me this is a bug.

I want to say your just very unlucky. I feel there is a drop in badges but I don’t think its that bad for me.
